    Glamorgan council trims paper-based processes

New electronic systems to streamline document management will provide foundation for administering the workflow and collaboration over content for 1,600 users.

The Vale of Glamorgan council has announced its investment in new electronic document and records management (EDRM) software as part of its strategy to manage its information more efficiently across the organisation.

The council plans to use the EDRM software as the backbone of a new corporate enterprise content management (ECM) system for its 1,600 users and is part of its 'OneVale' business transformation programme to improve the accessibility of services and reduce revenue expenditure.

OneVale programme director Huw Isaac said: "This ECM project has been driven by a desire to manage information better across the council. The rising popularity of computers and associated tools has led us further away from print and a traditional records management culture."

As a result, he said multiple files and databases had become necessary to run the council's business efficiently and effectively. And the new software will allow council staff to find information more easily and improve the accuracy of information on which business decisions are made.

"The system will also ensure additional efficiencies and cost savings over the coming years. It will help us handle the Freedom of Information enquiries we receive," added Isaac. "Ensuring security of information has been a top priority and all necessary safeguards are being implemented."

TOWER Software's TRIM Context EDRM system was selected following a tender process using the Official Journal of the European Union (OJEU) procurement process and The National Archives (TNA) standards.

According to the council, it was considered the most user friendly system for staff to use when completing their daily tasks. They also felt it would help achieve and maintain standards compliance and best practices across industries.

The authority will begin an in-house roll out of the new system early this year and its completion, including workflow and systems integration, is scheduled for the last quarter of 2010.
