SmartScreen is smarter
Phishing filters are good, but determined users can turn them off or ignore them. You can block the former with group policy in IE8 and it’s very hard to ignore the warning now, because it turns the whole tab red and has a prominent link to take you elsewhere. The filter also pops up a warning dialog when users try to download files from sites suspected of distributing malware. It’s always possible to get to the site or download the file if you’re sure it’s safe, but no-one can say they didn’t know it was suspect.
