Internet Eyes’ CCTV game lets us all be Big Brothers

Some company named Internet Eyes is using members of the public to monitor CCTV cameras. Sign up, watch some live CCTV feeds, and if you see anything bad happening, report it to win a prize!
There are some very, very serious privacy issues here. The images picked up by CCTV cameras falls under the Data Protection Act, so making it readily available online can’t possibly be okay.
In fact, it’s not.
According to the Information Commissioner’s Office:
Disclosure of images from the CCTV system must also be controlled and consistent with the purpose for which the system was established. For example, if the system is established to help prevent and detect crime it will be appropriate to disclose images to law enforcement agencies where a crime needs to be investigated, but it would not be appropriate to disclose images of identifiable individuals to the media for entertainment purposes or place them on the internet.
I thought I’d just bold that last bit, because it’s exactly what Internet Eyes is doing. Not that the ICO has any real power to stop them, but come on.
More frightening than this massive privacy breach, however, is that Internet Eyes believes anyone will want to play this “game.”
Don’t get me wrong, I get pretty bored sometimes, but if I’ve got decent enough internet access to be watch video, I can think of about a billion other things I’d rather be doing. Like watching porn. No wait, that’s gross. I mean, Hulu. No wait, that’s not legal here. I mean, um, YouTube. Or BBC’s iPlayer. Hell, looking at pictures of grammatically incorrect kittens is more entertaining than staring at CCTV feeds, which is why they normally pay people to do it. If you find this fun, there’s likely a fulfilling job in security at your local council that’s perfect for you.
If stalking random people over CCTV cameras is the most interesting thing you can think to do online, you don’t deserve internet access.

Or - how about helping solve crimes and stopping violent public acts that could never normally get caught unless we monitor things in mass like this system allows?

Some of the issues Internet Eyes have to overcome
CCTV operatives have to trained and undergo a CRB
Data protection too many issues to raise in a simple post
Signage as required under the DP act
How are you going to connect customer’s equipment to the WWW?
There are hundreds of different CCTV systems out there on PSTN ISDN and IP
Picture quality, an awful lot of CCTV is of poor image quality
Router firewall issues etc
Site life cycle, knowing when staff, customers, cleaners etc are legitimately onsite
And what happens when a user with four random cameras watches a break-in and doesn’t spot it, whose going to sue who?

there is already an iPhone app that allows you to do just this, 3000+ open ip webcams from accross the globe, you can view and control a number of them with ease.
with a selction of search options, or just shake the iphone to get a random cctv stream. boring i know…

Ok, for one second i need you to forget that you are being watched (you are being watched right now as computers log your movements online) and imagine that you are walking to a taxi rank after a good night out with friends. As you are walking along, you notice someone closely following then suddenly, out of nowhere, you fall to the ground after a blow to the back of the head and a drunken thief steals your wallet/handbag and leaves you for dead. No one is around, no one to hear your scream, no one to come to your aid, but then 3000 miles away someone is sat at home on their PC and see’s you lying on the ground and alerts people to your location. Luckily, medics/police get to you in time before your situation takes a turn for the worst. Now, i want you to run through that horiffic attack again but no one see’s you, no one comes to your aid. Just think, take the camera’s away, you WILL be alone. This idea could save money, but most of all, it could save your life.

It’s a shame that the media have painted such a regretful and inaccrsate picture of what this is trying to acheive. The owners of this business are good friends of mine., Lets be clear about the facts:
* All CCTV footage is streamed from cameras installed by qualified professionals, directly from small business owners who actually want someone wathcing their footage - trained or otherwise.
* ALL footage is anonymous. THe “user” (the eyes) has no idea who he/she is wathcing, what heshe is watching, or where the footage comes from.
* If an event is seen by auser, they can hit an event notification, which simply sends an MMS/email notification to the customer from whose cameras the footage originated. THis is all done anonymously.
* THe reward system relies on the customer provding positive feedback before “points” are awarded to the user. FFor example, if a user see’s on the random footage, someone lifting a bottle of skotch, he can hit the event notification. A text/MMs?email will be sent directly to the store owner (or designated security trustee) who will be able to see in aimge of the footage. If the result is he catches/stops the shopifliter and he feels he was helped, he can award positive fedeback to the user (anonymous).
* Users accumulate points from such feedback, Highest points tally monthly wins chas prizes.
* THis system does NOT intend to replace CRB qualified specialists, nor does it see to replace the police. It is a SUPPORT FUNCTION - someone doing somethin positive!

Let’s get real here for a moment. There is a vast difference between 1000’s of home users webcams being made available to the public (The DPA does not cover these installations in the same way even sadly where public space is encroached upon) and 1000’s of commercial CCTV systems where members of the public will regularly be viewable.
This is a huge breach of the DPA and ICO should get itself into action on this swiftly to show that it is capable fo doing so. I am sure very few if any of those viewing these cameras are licensed under SIA for public space surveillance - I even wonder if even the owners of the site are - They would be required to do so even if not ‘front line’ operatives.

After checking the register of data controllers on ico.gov.uk I was not surprised to see that the company was not registered. This in itself is a breach of the DPA.

Surely this is nothing new?
A little research of IP CCTV manufacturers and the use of Google’s “inurl:” search parameter will reveal more active controlable CCTV systems than you can imagine.
Now that the searching and research elements have been removed there’s a fuss??
Talk about stable doors etc..!
