Money for nothing

OK, here’s a link to the latest way our govt wants to take money from me.
This article was in the Independent and I was very miffed when I read it.
I’ve stated before that I don’t download music (legally or otherwise), I prefer to have the CD thank you even though in a lot of cases I already have the LP - showing my age there aren’t I? This new idea seems to be saying that all internet users will have to pay and amount (around £30) each year in order to download music. But what if you are an internet user who doesn’t download - for whatever reasons - will you still have to pay out?
Now, my kids are geting older and no doubt will want to download music in the future so maybe in the end I wouldn’t lose out. But what about those who will never use the ’service’?

Totally agree with not paying for something you don’t do - totally crazy
What about this 3 strikes rule, crazy - so the BPI can disconnect anyone from Internet without actually proving in a court of law you done anything wrong. Not withstanding fact the 3 strikes policy effectively removes common-carrier status from ISP’s.
I’m not happy!
